TED 5000 usage never equals PGE / GE net meter

Hello, wondering if anyone has sorted out the data mismatch between PGE GE net-meters and TED (Northern CA).  I have a SMA Inverter and WEBBOX, the TED and SMA data always match.  However, the TED data consistently is higher than what PGE reports.  I have looked at the exported data and even have posting to a server every 15 minutes, but the exact mismatch is the same. 
For example for March: both SMA and TED reported ~311 KWH generated
For same period TED reported NET of 312 KWH, while PGE reported 209 KWH
NOTE: PGE does not provide daily or hourly data for net meters, just monthly summaries, so I need to total all data for one month to compare.

I've never used PGE, but could it be that the sample rate is not high enough? Perhaps it is missing contributing events?
